Vrindavan Yojna Convention Centre, Sector 15: Cost, Status and What It Means for Buyers
By Realty Doctors

The Lucknow International Exhibition-cum-Convention Centre is a 10,000-seat venue being built on the old Defence Expo ground in Sector 15 of Vrindavan Yojna, Lucknow. The UP PWD gave the construction contract to J. Kumar Infraprojects for ₹1,184 crore in April 2026, with a 24-month build window that points to about 2028.

What is being built in Vrindavan Yojna Sector 15?
Sector 15 is getting an international exhibition-cum-convention centre with a 10,000-person convention hall, a 2,500-seat auditorium, open exhibition space and large parking. The state wants it for events of the kind Lucknow now holds in temporary hangars: defence expos, investor summits and big trade fairs.
The UP cabinet note of March 2026 mentions space to display heavy equipment and models, which is the Defence Expo use case. It also mentions plans for 5-star and budget hotels nearby to house visitors. An earlier 2024 proposal listed a food court, an open theatre, a "Panch Vatika" garden and land kept aside for hotels.
The design consultant, Arc EN Design, showed a plan in February 2025 with two large domes shaped like the rings of Saturn. UP Awas Vikas Parishad, which owns the land, described the project then as bigger than Bharat Mandapam in Delhi. Treat the final look as subject to change until the contractor's drawings are public.
Where is Sector 15 and the Defence Expo ground?
Sector 15 is the institutional and exhibition core of Vrindavan Yojna, not a housing sector. It is the open ground that hosted DefExpo India from 5 to 9 February 2020 and the trade show of the UP Global Investors Summit from 10 to 14 February 2023. Some event listings give its address as Sector 15/Sector 18, Vrindavan Yojna, PIN 226029.
The housing sectors around it are 14, 17 and 18. Sector 14 has private societies such as Arsha Sumangalam and Neelkanth Dreamz, and Sectors 17 and 18 hold the UP Awas Vikas Parishad enclaves Himalaya and Everest. No government map with the convention centre's boundary had been published by 10 October 2026, so we are not giving road distances to it yet.
Who is building the convention centre, and at what cost?
J. Kumar Infraprojects is the EPC contractor: the UP PWD issued it a letter of intent on 3 April 2026 for ₹1,184 crore, covering design, procurement and construction. The work is to be finished within 24 months.
The cost has moved several times, and buyers hear all of these numbers, so here is the sequence:
| Date | Step | Figure |
|---|---|---|
| Oct 2024 | CM gives in-principle consent; about 32 acres identified on the Defence Expo ground | Cost not stated |
| Dec 2024 | Housing department reported to clear land handover | 32 acres |
| Feb 2025 | Design by Arc EN Design shown; two Saturn-style domes | 10,000 seats |
| Jul 2025 | Project reported at about ₹1,100 crore, on about 30 acres | about ₹1,100 crore |
| 28 Oct 2025 | Technical bids opened; J. Kumar, NCC and Nyati Engineers qualify | Tender estimate ₹1,066.90 crore |
| 23 Mar 2026 | UP cabinet revises the sanction because bids came in higher | ₹1,297.42 crore to ₹1,435.25 crore (all-in) |
| 3 Apr 2026 | PWD letter of intent to J. Kumar Infraprojects | ₹1,184 crore contract, 24 months |
Why two different numbers in 2026: ₹1,184 crore is the contract J. Kumar will be paid, and ₹1,435.25 crore is the government's full sanction, which adds GST, levy, contingency and supervision on top. Both are correct for what they measure.
When will the Lucknow convention centre be ready?
The contract gives 24 months from April 2026, which means a target of about April 2028. Large public buildings in Lucknow have often taken longer than planned, so we would budget for 2028–29 and treat an earlier opening as a bonus.
As of 10 October 2026 we had not seen a public report of a foundation-stone event or of on-site progress. If you are deciding on a purchase near Sector 15, ask us for a site check before you pay a token; boundary walls, piling rigs and labour camps tell you more than any announcement.
The city's track record is worth keeping in mind. The Jayaprakash Narayan International Centre in Gomti Nagar, started in 2012, was about 80% built by 2017 and then stalled for years. The Vrindavan project is on a fixed-price EPC contract with a listed company, which is a stronger setup, though it still does not lock in the date.
What is the AI City planned in Sector 15?
The AI City is a 12-acre technology park planned in the same Sector 15, cleared by the UP Awas Vikas Parishad board on 29 April 2026. The land is valued at about ₹368 crore and will be given on a 45-year lease to a private developer chosen through an RFP, with 40% of revenue going to the Parishad.
It is planned as a business park for AI companies, start-ups, research groups and data centres, with incubation space, developed with the state's electronics department and due within three years of the contract. As of October 2026 the developer had not been chosen, so call it planned, not under construction.
Will the convention centre raise property prices in Vrindavan Yojna?
It should help demand around Sector 15 over the next five years, but it does not justify paying an inflated price today. Vrindavan Yojna flats were asking about ₹6,900 per sq ft in September 2026, and registered sale prices in several ready societies were lower, between ₹5,500 and ₹6,300.
Where a convention centre does move the market:
- Hotels and short stays: a 10,000-seat venue needs rooms. Hotel plots and serviced apartments near Sector 15 gain the most, and the cabinet note itself plans hotels nearby.
- Rentals during events: exhibitors and staff rent flats for one to three weeks. Ready 2 and 3 BHK flats in Sectors 14, 17 and 18 will see some of this demand on event weeks.
- Commercial frontage: shops and restaurants on the roads leading to the venue get footfall, but only on event days. Check how many event days a year the venue actually books before paying a commercial premium.
- Traffic: big events bring traffic jams and diversions. If you are buying for your own family, a flat right on the approach road may be a worse daily home, not a better one.
Our view: Sector 15 now has three dated public projects within one scheme: the convention centre, the AI City and, a short drive away in Sector 9, the ₹265 crore integrated city bus terminal cleared on 9 October 2026. Together they make Vrindavan Yojna a steadier end-use and rental market. They do not make every listing worth its asking price.
Which Vrindavan Yojna projects are closest to Sector 15?
The ready societies in Sectors 14, 17 and 18 are the nearest homes to the convention centre site. Prices below are our listing ranges as of October 2026.

PS Apartment is the only one still being built, so check its RERA possession date before booking. For bigger budgets, the Sector 9 to 12 belt has Azea Botanica, Sukhada and Imperial Residencia; see our Sector 9 and 11 guide and Sector 12 guide.
How does it compare with Lucknow's existing convention venues?
Lucknow's current indoor venues are much smaller. The Jayaprakash Narayan International Centre in Gomti Nagar has a 2,000-capacity convention hall and a 1,000-seat auditorium, and the UP cabinet has handed it to the LDA to restart. Indira Gandhi Pratishthan in Gomti Nagar and the Atal Bihari Convention Centre are also used for events.
A 10,000-seat hall would be about five times the JPNIC hall. That is the size needed to bring national trade fairs and the next Defence Expo indoors, which is the whole reason for building it in Vrindavan Yojna instead of upgrading Gomti Nagar.
FAQs
Where is the new convention centre in Lucknow being built?
In Sector 15 of Vrindavan Yojna, on the ground that hosted DefExpo 2020 and the UP Global Investors Summit 2023 trade show. The site is about 30–32 acres of UP Awas Vikas Parishad land, close to the housing sectors 14, 17 and 18 of the scheme.
What is the cost of the Vrindavan Yojna convention centre?
J. Kumar Infraprojects won the construction contract for ₹1,184 crore in April 2026. The government's total sanction, revised on 23 March 2026, is ₹1,435.25 crore, which adds GST, levy, contingency and supervision charges to the contract cost.
How many people can the Lucknow convention centre hold?
The main convention hall is planned for about 10,000 people, with a separate 2,500-seat auditorium, exhibition space for heavy equipment and large parking. That is roughly five times the 2,000-capacity hall at the Jayaprakash Narayan International Centre in Gomti Nagar.
When will the Vrindavan Yojna convention centre open?
The EPC contract allows 24 months from April 2026, so the target is about April 2028. We would plan for 2028–29, because no on-site progress report had been published by October 2026 and large Lucknow projects have run late before.
Is it a good time to buy a flat near Sector 15?
Buy for the society, builder record and price per sq ft, not the convention centre alone. The venue should lift rental and hotel demand around Sector 15, but daily traffic on event days is a real downside. Compare a few ready flats in Sectors 14, 17 and 18 first.
