What did the UP cabinet clear for Vrindavan Yojna on 9 October 2026?
The cabinet cleared an integrated city bus terminal and business complex costing about ₹265 crore, on 7.06 acres of the P-4 parking land in Vrindavan Yojna. Of that, about ₹60 crore is for the terminal itself and about ₹205 crore for the shops, food outlets and other commercial space around it. Land cost is not part of the figure.
The Urban Transport Directorate (Nagariya Parivahan Nideshalay) is the project owner. A private developer designs, builds and pays for the complex, hands the terminal over to the directorate free of cost once it is built, and keeps running and maintaining it. The maintenance term is 35 years for the terminal and 90 years for the commercial infrastructure. The directorate signs off the final design, drawings and specifications.
Why Lucknow needs it: Urban Development Minister Arvind Kumar Sharma said 116 electric city buses now run out of the Dubagga depot, and the process to add 300 more is under way. Those buses need a dedicated base with charging, and Dubagga is on the far western edge of the city. A terminal in Vrindavan Yojna puts the south and south-east of Lucknow on the e-bus map.
Where is the P-4 parking site in Vrindavan Yojna?
P-4 is a large parking plot in Vrindavan Yojna that city buses already use for parking, and a July 2025 report on the first version of this plan placed it in Sector 9. The cabinet note of October 2026 names only "P-4 parking, Vrindavan Yojna", without a sector or a map, so treat Sector 9 as reported, not confirmed.
Sector 9 is on the Shaheed Path side of the scheme, between Amar Shaheed Path and Raebareli Road. It is the sector of Eldeco Saubhagyam. To give a sense of travel, these are road distances we measured on 1 October 2026 from Eldeco Saubhagyam, Sector 9. The exact spot of the P-4 plot inside the sector has not been published, so allow a few hundred metres either way.
| From Sector 9 (Eldeco Saubhagyam) to | Road distance |
|---|---|
| Shaheed Path flyover ramp | 1.9 km |
| Raebareli Road (NH-30) | 2.4 km |
| Medanta Hospital | 3.7 km |
| SGPGI | 5.3 km |
| Lulu Mall | 5.7 km |
| Ekana Stadium | 8.4 km |
| Charbagh railway station | 10.9 km |
| CCS Airport, Amausi | 11.1 km |
Is Omaxe building the Vrindavan Yojna bus terminal?
Omaxe Ltd is the proposed developer: it quoted the highest upfront premium, about ₹43 crore, when financial bids were opened on 10 June 2026, and the cabinet note proposes giving the work to the highest bidder. Some Hindi reports printed the company's name with a typo. As of 10 October 2026 we had not seen a report of a signed concession agreement or a start date.
The Urban Transport Directorate floated the tender (RFP/06/UTD/2025-2026) on 21 January 2026. Five bids came in and one was rejected at the technical stage. This is how the four valid bids ranked on upfront premium, the amount the developer pays the government for the right to build and run the complex:
| Bidder | Upfront premium quoted (June 2026) |
|---|---|
| Omaxe Ltd | about ₹43 crore (highest) |
| Woodkraft India Pvt Ltd | about ₹40 crore |
| Nalanda Engicon Pvt Ltd | about ₹30 crore |
| Kalyan Toll Infrastructure Ltd | about ₹26 crore |
Tender timeline: pre-bid meeting 9 February 2026, bid deadline pushed from 18 March to 12 May 2026, technical evaluation 3 June, financial bids 10 June, cabinet decision 9 October.
This is not Omaxe's first bus terminal in Uttar Pradesh. BeTogether, an Omaxe Group venture, is developing six UPSRTC busports under PPP, worth about ₹2,700 crore together. Foundation stones for four of them, including Vibhuti Khand in Gomti Nagar, were laid in September 2025, and Amausi in Lucknow is one of the other two. The Vrindavan Yojna terminal is a separate project, for city e-buses rather than roadways buses.
What facilities will the terminal have?
The cabinet note lists about 20 facilities for buses, passengers and shoppers, and says the aim is an airport-like experience for passengers.
- For buses: bus bays, bus parking, electric-bus charging, a repair facility, staff rest rooms, administrative office, security room and fire-safety systems.
- For passengers: ticket counters, enquiry centre, waiting lounges, luggage storage, public toilets, water ATMs, a taxi stand and public parking.
- Commercial: restaurants, a coffee shop, fast-food outlets, shops, a medical store, a bank and ATMs.
The number of bus bays, the built-up area of the commercial block and the number of parking spaces had not been made public by 10 October 2026.
How has the plan changed since July 2025?
The project is smaller and cheaper than the version the cabinet cleared in July 2025: ₹265 crore now against ₹380 crore then, on the same 7.06-acre P-4 plot. The 2025 version also listed a mall, a 275-car parking and a 60-year lease, with the terminal due in 36 months and the commercial part in 60 months.
| July 2025 plan | October 2026 plan | |
|---|---|---|
| Cost (land excluded) | ₹380 crore | ₹265 crore |
| Terminal / commercial split | ₹105 crore / ₹275 crore | ₹60 crore / ₹205 crore |
| Site | P-4 parking, 7.06 acres | P-4 parking, 7.06 acres |
| Land | bought from UP Awas Vikas Parishad for ₹150 crore | cost not included in estimate |
| Term | 60-year lease to developer | 35 years (terminal), 90 years (commercial) upkeep |
| Build time | 36 months terminal, 60 months commercial | not stated |
| Buses it was sized for | 141 electric + 52 CNG, room for 150 more | 116 electric now, 300 more being added |
| Developer | to be chosen by tender | Omaxe Ltd proposed (highest bidder) |
The cut of about ₹115 crore mostly comes out of the commercial side, and the mall no longer appears in the facility list. Our reading: the developer gets a long 90-year commercial term in exchange for a smaller upfront build. That makes the project easier to finance, which matters more for whether it gets built than the headline number.
When could the Vrindavan Yojna bus terminal open?
No opening date has been announced. If the 36-month build time from the 2025 plan still applies and work starts in early 2027, the terminal would be ready around 2030, with the commercial block later. That is our estimate, not a government timeline.
Three things will tell you the project is moving: the concession agreement being signed with the developer, design sign-off by the Urban Transport Directorate, and boundary or piling work on the P-4 plot. Until you see the third one, plan your purchase on what Vrindavan Yojna already has.
Does the bus terminal raise property prices in Vrindavan Yojna?
Not by itself, and not yet. A city bus terminal is useful daily infrastructure, but it is not a metro station or an expressway, and flat prices in Vrindavan Yojna were asking about ₹6,900 per sq ft in September 2026 before this decision. We would not pay a "bus terminal premium" on any flat today.
Where it does help:
- Tenants and rent: e-bus routes starting from Vrindavan Yojna make the scheme easier for renters who do not drive, such as SGPGI and Medanta staff and students. Ready flats within 1–2 km of Sector 9 should find tenants a little faster once buses run.
- Retail footfall: a terminal with shops, food outlets and a bank brings daily footfall. That is good news for shop owners on Sector 9 and 10 roads, and less relevant for flat buyers.
- Construction-era pain: expect trucks, dust and diversions for two to three years around the P-4 plot once work starts. If you are buying right next to it, ask which side your tower faces.
Our view: the bus terminal, the Sector 15 convention centre and the Shaheed Path link together make Vrindavan Yojna a stronger long-term end-use market. Buy for the society, the builder record and the price per sq ft. Treat the terminal as a later bonus.
Which Vrindavan Yojna projects are closest to the P-4 site?
If P-4 is in Sector 9 as reported, the nearest ready societies are in Sectors 9, 10 and 11, the private group-housing belt of Vrindavan Yojna. Prices below are our listing ranges as of October 2026.
| Project | Sector | Homes | UP RERA | Price range (Oct 2026) |
|---|---|---|---|---|
| Eldeco Saubhagyam | 9 | 1 to 4 BHK, duplexes | UPRERAPRJ3783 | ₹50 lakh – ₹1.85 Cr |
| Surya Greens | 10 | 2 and 3 BHK | Details on Request | ₹65 lakh – ₹1.25 Cr |
| Azea Botanica | 11 | 3 and 4 BHK | UPRERAPRJ4504 | ₹1.2 Cr – ₹3.68 Cr |
| Sukhada Vrindavan | 11 | 3 and 4 BHK | UPRERAPRJ9653 | ₹1.47 Cr – ₹3.75 Cr |
| Tulsiani Luvnest | 11 | 2 and 3 BHK | UPRERAPRJ2263 | ₹70 lakh – ₹1.10 Cr |
For buyers at ₹60 lakh and above, Eldeco Saubhagyam's resale flats (asking about ₹83 lakh to ₹1.3 Cr in September 2026) are the most direct way to own close to the site. Azea Botanica and Sukhada are larger 3 and 4 BHK homes at ₹1.2 Cr and above. Read our Sector 9 and 11 guide for rents and resale checks.
What else is being built in and around Vrindavan Yojna?
The bus terminal is the second large public project for Vrindavan Yojna in 2026. In April 2026, the UP PWD gave J. Kumar Infraprojects a ₹1,184 crore EPC contract for an international exhibition-cum-convention centre for about 10,000 people in Sector 15, on the old Defence Expo ground, with a 24-month build window. Also in Sector 15, UP Awas Vikas Parishad cleared a 12-acre AI City on PPP in April 2026; its developer has not been chosen yet.
Metro is a different story: no metro line to Vrindavan Yojna has been sanctioned. Our metro status note explains what is in the draft mobility plan. For the full sector map, see the Vrindavan Yojna sector guide, and for registry costs, the circle rate and stamp duty guide.

FAQs
Where is the new bus terminal in Vrindavan Yojna, Lucknow?
It will come up on the P-4 parking plot of Vrindavan Yojna, about 7.06 acres, which city buses already use for parking. A July 2025 report placed P-4 in Sector 9, on the Shaheed Path side of the scheme. The October 2026 cabinet note does not give a sector number or map.
Who is building the Vrindavan Yojna bus terminal?
Omaxe Ltd has been proposed as the developer because it quoted the highest upfront premium, about ₹43 crore, among four valid bids in June 2026. It will design, build, finance and run the complex under PPP. A signed concession agreement had not been reported by 10 October 2026.
How much will the Lucknow integrated city bus terminal cost?
About ₹265 crore, excluding land: roughly ₹60 crore for the bus terminal and ₹205 crore for the commercial block. The July 2025 version of the same project was estimated at ₹380 crore. The developer bears the build cost under the DBFOT model.
When will the Vrindavan Yojna bus terminal open?
No date has been announced. The 2025 plan gave 36 months for the terminal and 60 months for the commercial part. If a similar schedule holds and work starts in 2027, the terminal could open around 2030. Watch for the agreement signing and site work on P-4.
Will property prices in Vrindavan Yojna go up because of the bus terminal?
Not on its own. It helps renters and shop owners near Sector 9 once e-buses run, but it is city bus infrastructure, not a metro. We would not pay a premium for it today. Judge a flat on the society, builder record, carpet area and price per sq ft.
